2006 Perkins Act
Although work began on Perkins reauthorization in 2003, it wasn’t until August 2006 that the Carl D. Perkins Career and Technical Education Improvement Act of 2006 was completed. 2008–2009 is the transition year to meet the new requirements of the reauthorized legislation.
Leadership at State Agencies
The Workforce Training and Education Coordinating Board (WTECB) is the state designated vocational education agency and as such, is the agency eligible for the receipt of Perkins funds on behalf of Washington State.
WTECB submitted the state’s 5-Year Perkins Plan 5-Year Perkins Plan to the Office of Adult and Vocational Education (OVAE)/U.S. Department of Labor in January 2008. It describes how Washington will spend federal dollars to improve the quality of and access to career and technical education.

The State Board for Community and Technical Colleges (SBCTC) oversees the state’s 22 Tech Prep consortia, including their reporting and budget requirements and their identification of programs of study. SBCTC’s 2008 –2009 Tech Prep planning guidelines included helpful worksheets to ensure consortia met newly revised Perkins requirements for articulation agreements, programs of study and development of Tech Prep programs, professional development, and accountability and evaluation.

The Office of the Superintendent of Public Instruction (OSPI) promotes career technical education and oversees K-12 career pathways. The Career Technical Education department of OSPI works with educators across sectors to assure seamless transitions between secondary and post-secondary education and training.
