Common Areas of Practice
An articulation agreement is the formal and agreed to route whereby a student can receive high school and college – dual – credit. The agreement itself is outlined in a Memorandum of Agreement (MOA), which specifies the sequence of courses and provisions for granting credit to a participating student.
The Tech Prep Articulation committee and Consortia Directors adopted articulation templates to provide a measure of statewide quality assurance. These common tools will help streamline paperwork, and will make the TP system transparent to stakeholders at high schools and colleges. Some consortia will retain unique features to their agreements that need to be identified- these unique features are considered “optional” or in addition to the common templates.
Common templates include:
Memorandum of Agreement (MOA) template – this 2-3 page document establishes the policies and guidelines used by the Consortium for articulation agreements between high schools and colleges.
Program/Course Specific Articulation Agreements template – this document helps detail the articulation elements unique to a particular program/course and provides the “quality assurance controls” required by the college partners.
The High School Request for Articulation Form – this document helps cross-sector teams participating in an articulation process ensure they discuss and collect key program practices/philosophies, materials, and assessments. New WA State Guidelines for HS Articulation requests.

- The Review Process for the High School Request for Articulation - this document is for internal use only. To collect, record and track information necessary to document the articulation process and populate SERS - the Tech Prep dual credit online registration system.
- The Consortium Memorandum of Agreement (Master Articulation Agreement) should be reviewed and resigned annually by the lead administrators of the Consortium’s secondary and postsecondary education partners (college presidents & superintendents).
- The Addendums or Program/Course Articulation Agreements should be regularly reviewed/updated and resigned by college faculty/deans and CTE directors/HS teachers on a predetermined schedule, not to exceed a three (3) year rotation, or as deemed necessary due to changes in the college course content, structure or faculty.
